Over the last 6 months, according to the Public Utilities Commission (PUC) of Texas, Constellation Energy was #15 on the list of the most formal complaints received against retail electric providers in Texas out of the 76 REPs registered. Constellation Energy's fixed-rate plans do not change over the contract term, however the utility company's rate is subject to change 2 to 3 times each year. So the "fixed" rate is fixed to a degree. The only Constellation Energy plan that avoids the utility company "variability" is the "12 Month Flat Tier Product" which combines all charges into a $-per-usage-tier structure (for usaage under 2,000kWh/mo.).
Fixed rate plans can often be a good idea if you are able to lock in a good rate at the right time of year. Once the fixed rate contract is finished, unless renewed or terminated, customers will automatically be switched to a variable rate on the "Default Rate Product".
Electricity customers should choose a fixed rate contract of at least 12 months. Electricity prices per kilowatt-hour change throughout the year, and you may actually lose money by not being able to take advantage of prices when they are low. However, because electricity prices tend to increase over time, locking in fixed rates for longer periods may prove to be money-saving.
Constellation Energy : Early cancellation fees If deciding to become a Constellation Energy customer, you'll be relieved to see the "Early Termination Fee" for all fixed rate electric plans is $50, regardless of contract term and months remaining for the contract to end.
Constellation Energy variable rate plan
The Constellation Energy Month-to-Month plan
A variable rate is a rate whose price (in ¢/kWh) may change each month. A variable can be at the discretion of Constellation Energy, or they can give rules on the rate's variability - for example, the energy rate for customers changes alongside the wholesale price of energy.
The only variable rate plan that Constellation Energy uses is their Month-to-Month plan and the Default Rate Product (for when fixed-rate plans end and no action is taken by the customer to change to a different provider or plan).
The huge advantage of variable rate plans offered from electric providers, is the ability to leave the plan and/or provider at any time without having to pay an "Early Cancellation Fee". Since providers are aware of this advantage on variable rate plans, the energy price given in a variable rate plan is almost always higher than a fixed rate plan for X months that the same provider will offer.
Renewable plans by Constellation Energy
The Constellation Energy 12 Month GREEN plan
Oddly, Constellation Energy does not provide details in their Terms of Service (TOS), Electricity Facts Label (EFL), nor Your Rights As a Consumer (YRAC) regarding how the plan works with "Texas Wind Power". Usually, electric providers guarantee that they will purchase renewable energy certificates or attributes for the amount of energy consumed by the customer and clarify that the energy used in the customer's household is not guaranteed to be produced by renewable energy.
Outside of the 100% renewable content, GREEN plan, all of the other plans offered by Constellation Energy that are not "green" only source 16.8% renewable content, which is slightly below the Texas average of 20.7%.
"Minimum usage fee" charges with Constellation Energy
The Constellation Energy Month-to-Month plan
$4.99 per billing period if billed usage is less than 500 kWh
The only Constellation Energy plan that contains a minimum usage fee is the Month-to-Month, variable rate plan. Generally, plans that have a minimum usage fee tend to not favor energy-conserving consumers or smaller households.
Besides the standard energy rate, any other "supply fee" (what electric providers charge their customers) is optionally charged. Many providers choose to impose these frivolous fees on customers so as to discourage trying to save money by using less energy.
The Month-to-Month plan has the minimum usage fee strategically placed, so as to not interfere with the highly regarded 500kWh price reference point. On the EFL for this variable rate plan, the price in the Oncor service area is 15.4¢/kWh at 500kWh/mo. Using 1 kWh less (at 499kWh/mo) would see the average price per kWh increase by 1¢/kWh, to 16.4¢/kWh, due to the added minimum usage fee of $4.99.

Constellation Energy, similar to big providers like Reliant Energy, TXU Energy, and Ambit Energy, use billing credits to promote higher levels of energy consumption of over a certain amount. The billing credits on the 5 "Usage Bill Credit" plans (above) are added when monthly energy consumption crosses over 1000kWh (a $35 credit) then again at 2000kWh ($15 credit).
Similar to the minimum usage fee strategy, the plans that contain the billing-credit feature are targeted to benefit households that have an average-to-high monthly energy usage. The hassle with plans that implement additional charges or credits based on monthly energy consumption, is that customers on such plans should monitor monthly usage to get their best-priced, final monthly bill.
Base Charges with Constellation Energy
All plans offered by Constellation Energy do not contain a base charge fee applied to them. The base fee / base charge is an optional charge that providers often choose to impose on to customers. Some electric providers, again like TXU Energy and Reliant Energy, charge base fees on their plans, but there are many electric providers like Constellation Energy, that opt out of implementing the charge.
