Even in fully deregulated states, the utility that owns the wires is fixed by your address. The only line that opens to competition is supply, the kilowatt-hours themselves.
Delivery, set by address
The wires, poles, meter and outage response. Owned by an IOU, a member-owned co-op, a municipal light plant or a PUD depending on where you live. Regulated by the state public utility commission, billed on the delivery line.
You cannot pick your delivery utility, it is fixed by your address.
Supply, where you choose
The kilowatt-hours themselves. In a deregulated state you can switch to a licensed retail supplier without changing wires or meter. In a regulated state the utility bundles delivery and supply.
Co-ops, munis and PUDs own both wires and supply, so retail choice does not apply for their members.

The fastest way is to look at the top of your most recent electric bill, the delivery utility's name is printed there. If you do not have a bill on hand, find your state above and read the service-area line on each card. Service territories are fixed by ZIP code and you cannot pick between them, the utility you see in your state is the one that runs the wires to your meter.
An IOU is an investor-owned utility, a for-profit company regulated by the state's public utility commission. A co-op is a member-owned cooperative, typically rural, where customers are also owners and a member-elected board sets rates. A muni (municipal light plant) is owned by the town or city it serves, governed by the local council. A PUD (people's utility district) is a special-purpose government district with a voter-elected board, common in Oregon and Washington. Co-ops, munis and PUDs run both the wires and the supply, so retail choice does not apply for their customers.
No. Retail choice is open in 14 states plus the District of Columbia for residential electricity (CT, DC, DE, IL, MA, MD, ME, NH, NJ, NY, OH, PA, RI, TX). Georgia and Michigan have gas-only choice. Even in deregulated states, customers of a co-op, muni or PUD usually cannot shop, because their utility owns both the wires and the supply. The state directory above flags which jurisdictions are open for electric and gas.
Always the delivery utility, 24/7. The retail supplier you may have signed up with only sells you the kilowatt-hours, they do not own poles, wires or trucks. The phone number on each card is the outage line, the same number whether you switched supplier or stayed on the default service.
A few utility holding companies operate under similar names across state lines. Delmarva Power serves both Delaware and Maryland's Eastern Shore under Exelon. Eversource covers Connecticut, Massachusetts and New Hampshire under separate operating subsidiaries. FirstEnergy owns Met-Ed, Penelec, Penn Power and West Penn Power in Pennsylvania, plus Ohio Edison, Toledo Edison and The Illuminating Company in Ohio. Each operating company answers to its own state regulator and files separate rate cases.
