What's offered to Texans? : Stream Energy rates and available plans
Stream Energy plans are offered across all investor-owned utility company service areas and include nearly identical plan types, however, prices vary depending on the utility service area.

A fixed rate is a rate whose price (in ¢/kWh) does not change over the whole period of the contract. Once the contract is finished, unless you renew it or terminate it, it will automatically switch to a variable rate plan.
Fixed rate plans can often be a good idea if you are able to lock in a good rate at the right time of year.
Electricity customers should choose a fixed rate contract of at least 12 months. Electricity prices per kilowatt-hour fluctuate throughout the year, and you may actually lose money by not being able to take advantage of prices when they are low. However, because electricity prices tend to increase over time, locking in fixed rates for longer periods may prove advantageous and deliver savings.

A variable rate is a rate whose price (in ¢/kWh) may change each month. A variable can be at the discretion of the supplier, or the supplier can give rules on the variability of their rate - for example, that the energy rate for customers varies alongside the wholesale price of energy.
The great thing about variable rate plans offered from electric providers, is the ability to leave the plan and/or provider at any time without having to pay an "Early Cancellation Fee". Since providers are aware of this advantage on variable rate plans, the energy price quoted in a variable rate plan is almost always higher than a commitment-involved, fixed rate plan that the same provider will offer.

The Stream Energy Green & Clean plan
The Stream Energy Green & Clean plan offers 100% green energy-sourced content. This means that, although Stream Energy cannot guarantee that the energy used by each customer is, in fact, Green & Clean, Stream Energy "ensures that the appropriate amount of renewable energy credits (RECs) is retired to authenticate the renewable energy contained in the product".
Stream Energy's non-renewable plans only source 12% renewable content, which is substantially lower than the Texas average of 21%.
Stream Energy : Early cancellation fees If deciding to become a Stream Energy customer, it's worth taking into consideration the flat, "Early Termination Fee" that is attached to all fixed rate electric plans.

"Minimum usage fee" charges with Stream Energy
Most Stream energy plans have a minimum usage fee of $10.95 if a "billed month" sees energy usage at 999kWh or less. The minimum usage fee is an optional charge that providers choose to impose on to customers in a way that hinders customer attempts to save money by using less energy. Some electric providers, like TXU Energy and Reliant Energy also use a minimum-usage-fee strategy in their plan pricing, but there are many other electric providers that only charge a flat energy rate, regardless of energy consumed each month or billing cycle.
Plus, in Stream Energy's Terms of Service for each of their plans, there is an included clause that specifies an additional charge as a "Low Volume Fee". Here, Stream Energy will charge any customer a fee of up to $19.95 per meter per billing cycle (20 days or more) that has energy consumption registered as 199 kWh or less. To put that low-level usage into context: a typical refrigerator, constantly running, uses approximately 162 kWh per month.
As mentioned before, most of Stream Energy's plans contain a $10.95/billing cycle fee for usage that's 999kWh or less per bill. The plan that does not have this flat fee, the Stream Energy Simple and Secure plan (standard and "Plus"), instead charges a 2.5¢/kWh-higher energy rate (than the rate for over the "minimum usage") for usage below 1000 kWh per billing cycle. For example:

The added 2.5¢/kWh (to energy usage less than 1,000 kWh per billing cycle) is seen in the other utility service areas: AEP Texas, Oncor, and TNMP.
Needless to say that, even though Stream Energy states that the Simple and Secure plans enable customers to "conserve and save with no minimum usage fees", this is a bit misleading due to the higher energy rate tier for the lower energy consumption level. Many electric providers offer a simple, flat rate across all levels of energy consumption, which truly rewards energy-conservative consumers.
What do customers think? : Stream Energy reviews
Over the last 6 months, Stream Energy was #14 on the list of the most formal complaints received against retail electric providers in Texas out of the 76 REPs registered, according to the Public Utilities Commission (PUC) of Texas. While some customers appreciate Stream Energy's rates and renewable energy option, unsatisfied customers have found a particular issue with billing services. In fact, more than 50% of all formal complaints filed with the PUC were regarding Stream Energy's billing practices.
