Look at the top of your last bill. ComEd covers all of Chicago and northern IL down to about Pontiac (~4M customers, in PJM). Ameren Illinois covers central + southern IL from Champaign south (~1.2M, in MISO). MidAmerican Energy serves a small Quad Cities footprint in NW IL. The rest of the state is split among 30+ rural electric cooperatives and 30+ municipal utilities.
Yes if you live in ComEd, Ameren Illinois or MidAmerican territory. Illinois opened residential retail choice in 2002. You can pick an ICC-licensed Alternative Retail Electric Supplier (ARES), stay on the utility's Price to Compare, or be enrolled in your town's Community Choice Aggregation (CCA) by default. Rural-coop and municipal-utility customers do not have retail choice.
The Price to Compare (PTC) is the utility's all-in default supply rate, used to benchmark against ARES offers. ComEd and Ameren both auction supply quarterly through the Illinois Power Agency (IPA), and the resulting PTC changes every June 1 (residential) — sometimes mid-year if wholesale markets move. ComEd also offers an Hourly Price Plan that tracks PJM real-time prices.

The Illinois Commerce Commission (ICC) regulates ComEd, Ameren Illinois and MidAmerican delivery rates, licenses ARES suppliers, oversees PlugInIllinois.org and approves the IPA's annual electric procurement plan. The Citizens Utility Board (CUB) is the state-recognized residential ratepayer advocate.
