By James Pochez Updated 3 min read

The Orange & Rockland (O&R) Port Jervis Business Office at 15 Jersey Avenue is the local stop for the tri-state corner where NY, NJ and PA meet (ZIP 12771). This page covers the New York office; O&R also operates separately in NJ and PA under different regulators. Outages and gas leaks must be reported by phone, not in person.

What this office handles

You can come in person to

Discuss a billing question with a representative face to face.
Open or close an O&R account (bring photo ID and your move-in date).
Ask about a payment plan or budget billing.
Drop off documentation for an Energy Affordability Program or HEAP application.
Resolve a disconnection notice before the shut-off date.

Call instead for

Power outage: call 1-877-434-4100 any time. Office staff cannot dispatch crews.
Smell of gas: leave the building, dial 911 if there is fire, then call 1-800-533-5325.
Downed power line: stay back at least 30 feet and call 1-877-434-4100.
Start service when moving in: call at least 2 business days in advance.
Pick an ESCO: shop online via the NY PSC Power to Choose tool.

Tri-state nuance. O&R operates in three states under three different regulators. New York is overseen by the NY PSC; New Jersey customers are billed by Rockland Electric Company under the NJ BPU; Pennsylvania customers are served by Pike County Light & Power under the PA PUC. This Port Jervis office is the NY office; if you cross the bridge into Matamoras (PA) or Montague Township (NJ), your rates and tariff are different even though the logo on the bill is the same.

Other Orange & Rockland offices nearby

If Port Jervis is not the closest location, O&R runs two other walk-in offices in its New York footprint.

If you actually need Con Edison (NYC and Westchester), you are on the wrong page — O&R and ConEd share a parent but are separate utilities with separate territories.

For tasks that do not need a visit, the pages below cover the common O&R requests online or by phone.

O&R delivery rates are regulated by the New York Public Service Commission (PSC). Supply rates can be shopped through a PSC-licensed ESCO.
