Why Rockland matters. Rockland County is the most populated part of the NY O&R footprint and the closest piece to New York City. Even so, Rockland is not part of Con Edison territory; the ConEd parent company owns both utilities, but they run separate rate cases, separate tariffs and separate service territories. Cross the Hudson River and you switch utilities entirely. O&R also serves customers in New Jersey (as Rockland Electric Company under the NJ BPU) and Pennsylvania (Pike County Light & Power under the PA PUC); this page covers the NY office only.
