Why Rockland matters. Rockland County is the most populated part of the NY O&R footprint and the closest piece to New York City. Even so, Rockland is not part of Con Edison territory; the ConEd parent company owns both utilities, but they run separate rate cases, separate tariffs and separate service territories. Cross the Hudson River and you switch utilities entirely. O&R also serves customers in New Jersey (as Rockland Electric Company under the NJ BPU) and Pennsylvania (Pike County Light & Power under the PA PUC); this page covers the NY office only.
Other Orange & Rockland offices nearby
If Spring Valley is not your closest stop, O&R runs two other walk-in offices further north in Orange County.
Monroe
500 Route 208 (Blooming Grove Operations Center)
ZIP 10950 - Orange County - about 18 mi north.
Port Jervis
15 Jersey Avenue
ZIP 12771 - Orange County (NY/NJ/PA tri-state corner).
If you live east of the Hudson (Westchester or NYC), you are a Con Edison customer — same parent company as O&R, different service territory and rate sheet.
