What PPL Electric does in its territory

PPL is a wires-only utility: it owns and operates the poles, wires, substations and smart meters, but does not own generation. Pennsylvania has had full retail choice since the 1996 Electricity Generation Customer Choice Act, so the supply portion of your bill is shoppable, while delivery stays with PPL.

Delivery (the wires)

PPL owns, maintains and upgrades the poles, wires and substations bringing power to your home. Always PPL, no matter who you pick as a supplier.

Default supply (PTC)

If you have not chosen a supplier, PPL provides "default service" at the Price to Compare, reset every June 1 and December 1.

Outage response

As the wires operator, PPL handles every power outage in the 29-county territory, 24/7.

Why PPL's footprint matters: the geography-versus-population gap

PPL, FirstEnergy's Penelec and FirstEnergy's Met-Ed together cover the majority of Pennsylvania's land surface, but most Pennsylvanians live in just two utility territories: PECO around Philadelphia and Duquesne Light around Pittsburgh. The result is a two-tier reality for retail choice.

Land area

~22%

Share of Pennsylvania's land surface covered by the PPL service territory (~10,000 sq mi of the state's ~46,055 sq mi).

Population

~28%

Share of Pennsylvania residents inside the PPL footprint. PECO (Philadelphia metro) and Duquesne (Pittsburgh) together cover more people in much less area.

For shoppers, this matters: PPL's relatively rural-to-suburban mix means the residential PTC is set by a different procurement schedule than PECO's, and competitive supplier offers tend to be priced for the PPL load shape. A "best PA rate" on a comparison site is not always the best PPL-territory rate.

If your municipality is not listed, you may be served by another PA electric utility such as Met-Ed, Penelec, PECO, West Penn Power or Duquesne Light.

How to lower your bill if PPL is your utility

PPL's delivery charges are fixed by the PA PUC, so the only line you can really move is supply. Three lever positions, in order of impact:

Shop the supply

Compare the current PPL Price to Compare with offers from licensed PA suppliers at PA PowerSwitch. A 1¢/kWh saving on 1,000 kWh/month is $120/year.

Cut consumption

PPL's E-Power rebates cover heat pumps, smart thermostats, LED lighting and weatherization. The Home Energy Analysis is free.

Apply for assistance

Income-qualified households can stack LIHEAP, PPL OnTrack (CAP), the Hardship Fund and Weatherization grants for permanent bill reduction.
