Same utility, slightly different rate
Con Edison files separate delivery tariffs for New York City and Westchester, both approved by the NY PSC. Westchester sits on the same NYISO Zone J wholesale grid as NYC (so supply prices follow the same pattern), but delivery costs per kWh are slightly lower because the territory is less dense and infrastructure costs differ.
In practice this means a Westchester customer with the same usage as a NYC customer typically sees a bill a few percent cheaper. The supply half, the one you can shop with an ESCO, is essentially identical.
A small slice of northern Westchester is served by ConEd\'s sister utility Orange & Rockland; check the utility name on your bill if you live near the county line.
