Although billed as Xcel Energy, the operating entity in the western Upper Peninsula is Northern States Power Company - Wisconsin (NSPW). NSPW is regulated by the Michigan Public Service Commission for its MI customers, but its rate base, generation portfolio, and most operations are run from Eau Claire, WI. That is why Xcel rate cases and IRP filings include MI as a small line item under a Wisconsin parent.

What that means for you: Michigan Xcel customers track Wisconsin Public Service Commission filings (and Xcel media announcements) more than MPSC ones for early signals on rate changes. Outages on the Wisconsin side of the border often hit Ironwood too, since the wires cross the state line freely.

On the Michigan side, the 10 percent retail-choice cap that applies to Consumers Energy and DTE also applies to Xcel/NSPW. The waitlist is essentially permanent and dominated by large commercial customers. As a residential customer you should not count on switching.
