Although billed as Xcel Energy, the operating entity in the western Upper Peninsula is Northern States Power Company - Wisconsin (NSPW). NSPW is regulated by the Michigan Public Service Commission for its MI customers, but its rate base, generation portfolio, and most operations are run from Eau Claire, WI. That is why Xcel rate cases and IRP filings include MI as a small line item under a Wisconsin parent.
