In a deregulated state, your utility delivers and bills — but the kilowatt-hours can come from a competitive supplier. The office handles delivery and billing, not supplier shopping.
What you can do at the counter
- ✓Pay a bill in cash or with a check.
- ✓Set up a payment plan or budget billing if you have fallen behind.
- ✓Open or close an account with photo ID.
- ✓Resolve a disconnection notice face to face, before the shut-off date.
- ✓Apply for LIHEAP, USF, or Comfort Partners low-income programs.

Most NJ utility offices keep weekday business hours, typically Monday to Friday from 8 a.m. or 9 a.m. to around 5 p.m. ET, closed on weekends and federal holidays. Check the office page before driving over.

Yes. New Jersey opened residential retail choice in 1999 under the Electric Discount and Energy Competition Act. Households in PSE&G, JCP&L, ACE and Rockland Electric territory can pick a BPU-licensed Third Party Supplier (TPS) or stay on Basic Generation Service (BGS) — the utility's default supply auctioned annually. Municipal-utility customers (South River BPW, Vineland, etc.) do not have retail choice in their footprint.
The New Jersey Board of Public Utilities (BPU) regulates the four investor-owned utilities and licenses competitive suppliers. The BPU also runs NJpowerswitch.com (the supplier-shopping portal) and approves the annual BGS auctions. Municipal utilities are governed by their local Board of Public Works.
